INS 04 aims to deliver new scientific discoveries and extract billions in raw materials from underneath the lunar surface. The colony is controlled by a Board of Directors elected by a UN council. Security and Science departments are the only constant personel while other departments are shifted out on a yearly basis. This insures that citizens won't get "Cabin Fever" and be unfit for work, Security and Science officials have 3 different shifts of a year each to also ensure they don't become too claustrophobic inside the station. Religious worship is prohibited while on station to prevent religious conflict amongst our multinational work force. These systems ensure the safety and sanity of our crew and maintains the productivity of INS 04.

Pay is high enough for most basic personel to retire after 3-4 years of service. Security has an easy job and has a minimum of 6 years of service (to make sure each officer serves 2 years on-station), however most continue work due to the lucrative benefits and vacation time. Science officials share a similar schedule to Security officers, but instead of keeping in shape on Earth they are coordinating with colleagues on station about important experiments. The Science department has stated that its eventual goal is to terraform the Lunar surface to more Earth-like conditions. The schedule for this procedure has not been decided by the Board as of yet.

Stability and peace are maintained by the fact that violations of rules can result in loss of pay and expulsion from the station. Money brings the people to the moon, so losing it over a bar fight isnt an attractive prospect to many of our employees. The Board is responsible for keeping the populace happy and maintaining productivity. Productivity is important so the station can meet quota and come out positive. Most years the station makes billions in profit from multiple precious minerals mined at the station.

As with any long distance relationship, keeping our station alive is a challenge. INS 04 is Earth dependent, it is our source of manpower, food, new oxygen filters, and is a place to ship all our ore. Craft comes on a 2 week schedule to both ship out ore, waste, and malcontents from the stations citizenry. If the ship doesnt come on time, trash can build up, mining will stop (due to ore containers becoming full) and mail wont be delivered. These challenges have been conquered and even if they do occur are not major setback on the road to space exploration.

Position Statement

In the colony of INS 04, we are currently dependent of the earth.  Because we are directly tied to many nations, the UN, we receive aid from earth on a daily basis through ships that do runs, to and from the moon. If we do become independent, we would face much difficulty because of the lack of resources on the moon. The Nations are responsible for providing resources like food, water, clothes, housing, etc. and in return they will get the solar minerals that we had initially agreed to. There will be no direct authority from Earth, but representatives from the countries that endorse this colony will be the leaders for their one year deployment and then they get replaced by other representatives from the same nation on earth. The representatives (Board Members) will be fully leading the colony on INS 04, but of course, is under the hands of Earth. The colony will need a lot of advertising on Earth, also, to recruit members every year.The main goal of this colony is to harvest the natural resources of the moon and for the sake of science research.

Terms and Conditions (Bill of Rights)

All employees of INS 04 are hereby required to agree to the below Terms and Conditions during their time on the station. Failure to follow these Conditions can result in detainment, expulsion from the station, and loss of pay. These Terms are for the continued of safety of equipment and personnel. Employees will be free of these Terms and Conditions once they have returned to their country of origin. These Conditions not only prohibit actions but outline actions allowed on board the station.

Article I:
Religious worship is prohibited on INS 04, this is so disputes do not arise amongst the multinational crew due to cramped living quarters

Article II:
All firearms and weaponry are prohibited on the station except in use by security personel

Article III:
All personel must fulfill a certain quota of work to receive payment, this quota is decided yearly by the Board of Directors.

Article IV:
Personel can attend monthly Public Board Meetings and propose ideas to leadership. The Board of Directors has final word if these ideas are put into action after approval from Earthside leadership.

Article V:
Personel are allowed to pursue relationships, however if a female employee becomes pregnant she and the father of the child forfeit their pay and are shipped off station. INS 04 does not have the resoures or medical facilities to support infants.

Article VI:
Security officials primary goal is safety of the station and its inhabitants. Individuals endangering the station and others in any way will be detained and shipped home at the will of the Board.

Article VII:
Open flame and smoking are prohibited on board the station. However, drinking of alcohol is allowed in designated areas. Security will be looking for unruly persons. Violators will lose part of their pay and be detained for a week.

Article VIII:
All drugs not prescribed by an approved medical official are prohibited, violation results in expulsion from the station.

Article IX:
All personel are subject to drug tests and full screening and background check before entering the station by signing these Terms.

Article X:
Individuals not reaching work quota on a regular basis will be issued warnings and then removed from the station after 3 similar incidents.

Article XI:
Freedom of speech is maintained on INS 04

Article: XII:
Freedom of protest is forfeited when on the station so as not to interrupt work.

Article XIII: 
Release of classified national information is prohibited on INS 04.

Executive Summary

Installation 04, or what will otherwise be known as INS 04, is a small, productive mining community located on the Moon. INS 04 will consist of a mere 500 people, but will serve to mine precious metals and other materials. The main goal of the society will be to mine; mining, as well as earning money, will be everyone’s sole purpose for coming on the trip. Residents are expected to mine and work, and in exchange they will get houses, food, etc. This will lead the economy almost to a barter economy. With no money being distributed at INS 04, the residents’ families or bank will be the ones who receive monetary rewards for their hard work. Production is expected to be high enough to fully repay the station’s building costs in only a few short years. However, as residents work more and more, they may find their selves to not like the way of life at INS 04. With hard work being demanded so much, human beings may not be able to adapt very easily. This presents a problem because those residents will want to be sent home. If they are sent back to Earth, then another worker will be needed to go to INS 04, which means expensive fuel costs for transportation. The government will be simple; there is a board of ten directors. Every year, the directors are appointed new members. This goes for all the directors, except for the heads of Security and Science, which stay in duty for three years. Decisions made by the board will be primarily to increase or aide production. The entire government system at INS 04 will be very controlled. But to keep the colonists happy, they are allowed to do many things they could do on Earth. Residents will be able to gain as much knowledge as possible, and have some personal individuality. The Board Members will try to keep people as happy, but prodctive as possible. This will hopefully keep everyone at INS 04 happy, but organized as well. The main purpose of INS 04 is to mine for precious metals and materials, but the residents can still keep some individuality and personal style. This will lead the society to be very happy and organized, but also hard working and extremely productive.

Contitution Part 2

                The government system on INS 04 is focused on keeping control of everyone on the colony. The main goal is to have a controlled and orderly system that will prevent any riots or large public disturbances, without completely limiting the people and removing their power to have a say. The population is small, because it is easier to make sure everything is under control when there are less people that need to be controlled. The leaders are elected every year in order to prevent the corruption of power from any one leader. The exceptions to this rule (head of science and head of security) stay in power for slightly longer term so that change of power every year does not disrupt work. It will allow for more in-depth and extended work on projects because new leaders would need to catch up on all that is happening, and would slow down production. More time is also used to create a more effective system. The term lasts long enough for increased production, while not being so long as to greatly increase the chances of corruption of power. This system ensures that the colony of INS 04 will be able to provide a safe environment for people to work and live. Because there are no major distractions due to the well organized system, people are able to focus on the work at hand and perform at their best. INS 04 will be able to produce at maximum efficiency with this system.
                The cost of this entire project is very, very expensive. With a trillion dollar cost,  some nations participating have developed some financial issues.  Because of the high price tag for the creation of this colony, the hope is that it will be able to pay for itself in good time with money from exports on the moon. These exports will primarily be precious metals and rocks from the moon. We have come to the moon, and we have a clear mission. The system has been setup to complete this mission, and we will continuously strive to make sure that it is.Our economic goals are in place to make sure that we are producing at maximum efficiency, so that we may pay off our debt. There is no currency on INS 04 because there is no need for any purchasing. Food, water, shelter, clothing, pay for their families, and anything they would need is already provided. Citizens may trade with one another, but officially, nothing else. This project has cost the world enough already, we wouldn't want to increase that debt with another economic system that may become unstable.
                 At INS 04 we continually strive to keep production levels at maximum efficiency. Distractions will not be tolerated. Due to the fact that this society has people from many countries that have many different religions, public practice, or talk of religion is not allowed. We want to create a safe environment where all of the citizens are equal. If people are publicly showing their religiousness, then others may be discriminated against because of this, and it can create many problems. This type of thing can segregate people, and create riots and other large problems. We do not want that. Aside from discrimination, publicly displaying religiousness will disrupt the work environment, and slow down progress. Public display of religion, will not be tolerated and doing so may result in termination of stay on INS 04. Citizens are allowed to practice religion and speak of it with others from the privacy of their own home, but the religion must stay there. Discrimination will also not be tolerate, and will result in termination of stay on INS 04. We want to create a safe environment on this colony, and we cannot afford to have disruptions that will harm people and/or slow down production of our project.
                  The police exist simply to ensure that order remains in our society. In the event of any law breaking or public disturbance, the police will be the first there, and will handle the situation. We want to make sure that our police force is at its best, so while there are only 25 officers on duty, there are a total of 50 officers that will switch out shifts. Having sharp senses and good judgement is important for this job, and rest is needed to achieve these standards. The police are also role models for the the rest of society, so any law breaking done by an officer will result in immediate termination of stay at INS 04, and immediate removal from the facilities. If this ever does happen, there is an extra reserve of officers waiting to become the next police force on INS 04. One of these officers fill the hole. The head of the police is elected every 3 years (a term longer than normal) so that they have enough time to place effective systems, but not so long that corruption of power develops. This police force is important to success on INS 04. It will ensure that all is safe, and as a result keep production at a maximum.

Constitution Part 1



Article I: The Colony

Installation 04 (INS 04) is the name of the one current lunar colony. INS 04 was created in 2031 by the UN Council of Interplanetary Commerce.



Article II: The Purpose

The purpose of this colony and society is to be as productive and functional as possible. Mining and finding the riches of the moon is our number one priority. People go up to INS 04 to work for money being sent back home on earth. Although INS 04 is basically a production oriented project, it still strives to make residents happy. INS 04 is also on the moon for the purpose of scientific findings. Many great experiments will be conducted in this society and scientific knowledge and expansion is also one of the top values. In all, our purpose is to mine and research.



Article III: Affiliations

Lunar colony INS 04 is a created by the United Nations with 10 Board Members, each a representative of their own country. The countries affiliated are United States, Germany, England, France, China, Japan, Canada, Israel, Russia, and South Africa. There will be a representative for each country in the Board members who are the frontrunners INS 04. They make all important decisions.


Article IV: Population

To be able to live on INS 04, you must pay in work and labor. No person will be discriminated against for race, national origin, color, religion, gender, age, sexual orientation, and/or ability status as long. Anyone can join this lunar colony as long as they put in their fair share of work. Joining INS 04 shall be open to all who are interested and will work for their society. The workers will get money sent home to earth to their families or their own bank accounts if they are not planning to live on INS 04 permanently. A bonus will also be added for staying in the program until the end if they do not have any legal charges against them.



Article V: Officers

There will be 10 Board Members who lead everything. 2 of them are the Head of Security and Police, and Head of Science Research.

i. 10 Board Members – The 10 board members will judge the punishments for outlaws and people who break rules. They will regulate everything and they have limited power over everyone. They will debate with each other when conflicts appear and make the best decisions possible for INS 04. They also make and finalize the laws

ii. Board Member/Head of Security – The Head of Security will direct and train the rookies of the security team of 50. The Head of Security will also choose who is in good enough shape and who fits the requirements to being police on INS 04.

iii. Board Member/Head of Science Research – The Head of Science Research will lead the crew of scientist and conduct the science experiments and research on the moon. She/he will also be the one to recruit the science group members the ones who fit the requirements to be scientists.

iv. The Police/Security – The Police/Security (working under the Head of Security) will detain any outlaws and people who break rules. They will listen to the Head of Security’s directions and follow rules themselves. They will learn all the rules and laws made by the Board Members and will be punished if rules are broken. Police/Security are higher ranked than citizens, but lower ranked than the Board Members. Minimum of 6 years of service.

The 10 Board Members are chosen by their country to be a representative. One of the Board Members will be chosen to be Head of Security and one will be chosen be Head of Science Research. The Head of Security is elected by the rest of the Board Members, must have a strong stature, and must be a lawful citizen. The requirements to be head of Science Research is to have a PhD or higher level of education. The 50 police and security will be chosen by the Head of Security. Their requirements are to be fit, healthy, to have a positive state of mine, a good citizen, and a strong stature. The terms for the Board members are 1 year. The terms for the 2 Board Members who are Head of Security and Head of Science Research are 3 years. The 50 policemen will be changed when Head of Security changes.



Article VI: Meetings

Each section—workers, miners, scientists, civilians, and farmers—shall have a meeting every other week with each other to discuss businesses and what they want. Citizens and all are able to represent themselves and propose ideas as long as they are reasonable and respectful with a good cause or reason. If any idea of theirs is to be distributed to the Board Members, it shall be presented properly and in a respectful manner. The Board Members meet every other week also and discuss what is going on or any problem or situation popping up.



Article VII: Residents

Residents of INS 04 have the rights to think and believe in what they want but cannot show it in a way where others are discriminated or offended. All residents are required to work in some way to pay off living in the society. Permanent residents have no set maximum time they are allowed to stay on the colony, however they must sign a contract requiring at least one year of stay at the colony. Permanent residents must work for their entire stay. There is no currency in INS 04. You get what you work for. If residents are NOT planning to live there permanently, they will be provided for on the planet and money will be sent back to earth to their families or to their own bank. Citizens are responsible for not discriminating and working.



Article VIII: Amendments

Amendments are handled by a UN council comprised of countries with money invested in the project. Amendments have not been implemented but will be applied when INS 04 moves from a mining station to a living area. This council is called together before each new group of personnel is sent up so that changes can go into effect at the next cycle.

7 Requirements: Material Complexity

Material Complexity

While INS 04 has many goals, it's main task is to mine materials from the moon and send them back to the earth for importing. Each country will get a chance to collect an equal part of resources gathered from the moon in order to prevent any conflict over who gets more of these precious materials. They will be costly, however, both to attain and for the people buying them. The net gain from these resources will be used to continue funding the project. There is also a limit on the amount of resource that can be gathered from the moon in a particular area, as to not completely eradicate all of the moon's precious and limited resources.The whole of INS 04 is a mining colony, however there are other sections. The main purpose of these separate sections is scientific research that is conducted to test how things work in the harsh conditions of space, further exploration of our solar system, and research of further expansion of the moon colony, possibly even to other planets. Being on the moon presents a great advantage to such tests and many other scientific advancements that would not be possible to achieve on the earth. The town will function like a giant work place, as well as a society to make people happy, where everyone contributes an equal portion to the development of the colony. People spend the whole of their day working, and personal life is not to get in the way of work. The hope is that this colony will become the pinnacle of space and technology research, and will allow access to resources on the moon that are not available on the earth.
